Is there anyway you could re-create the mini-guides as tagged pdf's so I can see them on my little handheld?

Does anyone know if there are tools other than the full Acrobat that can generate 'tagged' PDFs? (e.g. free-as-in-beer, open source apps?) I'd be happy to have a crack at it. (Someday, I'll drop the $ to upgrade to Adobe's CS suite, in which case, I'll have Acrobat, but until then I'm all about ghostscript!)

The cool thing is, if you have a PDF writer, you can use Quark eXpress to convert shit into PDF's. That is just freakin cool.
