FS Rd 9

We parked at the gate, well off the road on Sunday and hiked up to Pebble Beach.
When we got back, there was a total of 4 vehicles parked, all off the road.
We noticed one of the two "No Parking" signs had been uprooted from where it was near the gate and moved down further towards the black top and the parked cars.
I sent the follwing email to the FS and will post their reply when it comes:
"In regards to FS Road 9 being closed.
We were there this past weekend and parked well off the road.
When we got back to our vehicle we noticed one of the "No Parking" signs had been moved from near the gate towards the main black topped road and a couple of more cars were also parked here. All vehicles were well off the road.
The sign on the newly constructed gate says that the road is closed to motor vehicle traffic but foot travel is welcome.
Can you tell me where the public is expected to park if we want to access this closed road by foot?
I always thought that a person could park near a FS gate as long as they did not block access.
