Parasails are basically just parachutes, and are utilized by individuals being towed by pontoons at the shoreline or on lakes. They never get more than a couple of hundred feet high at most. The outline of a paraglider wing is more similar to that of a 747 than a parachute - it's intended to catch warm updrafts and ascend through the air, not simply fall gradually to the ground. It's an a great deal more dynamic experience, which is the reason lightweight flyer pilots are called pilots, and individuals who utilize parachutes aren't generally called anything. I have read an interesting article about this on the line.
