Just saw that the HMBA (Hoosier Mountain Biking Association) has a $120,000 grant for building trails at SouthWestWay park near Indy. Wonder if it's possible to get some funds like that for climbing/biking trails at the Red. Do a quick Google search for RTP Grant and several links similar to those below pop up. It looks like their are federal grants and state grants.

I saw this on the REI website and it caught my attention:
Castleton REI — National Trails Day Service Project

Date: 6/1/2013
Event Location: Southwestway Park
Event Fee: Free

Time: 9:00 AM - 1:00 PM EDT
Partner Organization: Hoosier Mtn Bike Association
Group Size: 100

Description: Join HMBA and REI for a day of trail building, cleaning, and preparing for new trails at Southwestway Park. This is the start of a $120,000 RTP Grant to build more trails at SWW Park that HMBA was awarded. Let's show Indianapolis we support more trails! Lunch will be provided after working, families welcome, there will be work for all ages. Please register so we know how much food and tools we need.

After the RRGCC obtained the current grant for the PMRP, Kentucky added a requirement that non-profit organizations must partner with a governmental entity to receive RTP monies. Here is the link to Kentucky's program - http://dlg.ky.gov/grants/federal/rtp.htm
