They should get an octopus. If one of them can correctly guess the winner of every soccer match, then the weather should be no problem.

or maybe if you just plan the opposite of what the groundhog predicts you could get up to 61%

I love this stuff.

Just look at the stats and make a rewrite.
If it is cloudy when a groundhog emerges from its burrow on this day, it will leave the burrow, signifying that winter-like weather will continue and the little fellow wants to stretch a bit because he know that he has to sleep for a long time. If it is sunny, the groundhog will supposedly see its shadow and retreat back into its burrow, and the winter weather will soon end and he wants to get as much sleep as he possibly can.
With the rewrite Phil is over 60% accurate.

Unfortunately that octopus has passed away.
At this point I'll take 39% success.
