Rep. Dale Miller, a Cleveland Democrat, said he believes the
bill would cause people to lose benefits, despite supporters'
assurances otherwise.
Homosexuals make up 5 to 10 percent of the population, Miller
said.
"That's just the way it is. To pretend these people don't exist
or should be treated as second-class citizens is just wrong," he
said.
