Enchanted Rock SP in Texas allows bolting by permit via an application process. Same with the state parks in Colorado and New Mexico. There are few state parks in CA that have any climbing left, but I don't know of any specific rules against it. People still put up new routes in Malibu Creek now and then, even though what's left is terrible choss. You now have to climb over a defunct dam wall covered in razor wire to get to some of the crags there.

I went climbing in a place in California once called New Jack City. Interesting rock. The scene was obscene. Hanta mice on steroids! Wow, you should go sometime just to see how good we've got it here.
