People are sick of the corrupt Republicans in congress who wasted their money, encouraged torture and went along with Bush and the Iraq invasion.
People are pissed at the Democrats in Congress because they were given the (slim) majority in the House, but haven't really sacked up enough to outlaw torture, improve the environment, expose the last six years of criminality and most importantly, get the US out of Iraq.
In other words, Congress has low approval ratings because they haven't done enough to piss off Larry.
(Although, Larry is right on to be pissed off about that stupid WiFi-nanny crap bill that's moving through congress. Total bullshit.)
