So under the Bush administration we had an expansion of govermental powers. Arguablely we could say that They broke the "spirit" of the law, if not the letter.

Under the Obama administration we've had a massive expansion of govermental power and He/They are using the framework set up by the previous administrations to increease that power/expansion.
