Whether or not they are trying to make it redundant, it is.

Most belay loops that I have seen are actually two seperate slings sewn together so they are redundant.

No. You only belay off of one of them. You don't clip through both.

Obviously you can. They just didn't design it so you'd clip both when belaying.

But, Peter... there are two of them! It's right there in the picture. Two of them... it is redundant. Like this post.
