I think this pole should be premanement. (Look ma I kan spel). Because no one is ever prepared for some random poll.

It's a pun. Which is a phrase that deliberately exploits confusion between similar-sounding words for humorous or rhetorical effect. I think you have been confused and didn't get the random pole think. I mean how would you like some random pole, I doubt you would be prepared for it no matter the case. I mean if the pole was random.
