There's a very deep seated connection between man and bear. There were cavebear cults in Ice Age Europe and they were holy to the Native American. Of course they were busy killing them in the meantime but still...

Its all a conspiracy, the neocons put the bear at the very top of the arch as a distraction while they were hiding the missile that struck the side of the pentagon on 9/11.
