I have found that Neosporin works great on that problem. Trust me it works.

I follow a strict regimen of preventitive nail biting, multiple times through out a day.. this, at first, increases the amount of cuticle "issues," however, after a small amount of time ( I am going almost 28 years now) you will be immune to these small nuisances you refer to.
Oh, that and Solid Shea Butter... A bit greasy.. but nothing beats it IMO.

Neosporin is good for any cut, and for a hand lotion I'v e heard no complaints about Zim's Crack Cream which was formulated and produced for concrete workers (heh-heh, crack, heh-heh).

try an asian spa. even if they can't fix your cuticles the happy ending will make you not care.
