This is my first draft and needs much revision, so don't cut me completely down also please point out grammatical errors, and remember its supposed to be a Burkinabe view of the topics. And it is really supposed to be that short.

Position Paper for the General Assembly First Committee
The three issues being negotiated at the General Assembly First Committee are as follows: Weapons of Mass Destruction and Non-State Actors; Regional Disarmament Measures; and Peaceful Uses of Outer Space. Burkina Faso understands the need for security and peace for the nations of the world. Thus, recognizes that the topics for the General Assembly First Committee warrant full attention and immediate recognition because of their importance. Burkina Faso believes that peaceful solutions must be made in order to ensure security for all nations in the U.N.
I. Weapons of Mass Destruction and Non-State Actors
Burkina Faso believes that terrorism is a direct threat to many nations, and is also a threat to the integrity of the international community. Burkina Faso understands that since the tragedy of September 11th, international terrorism has become a greater concern for the United Nations. The concern of the proliferation of WMD to both state and non-state actors needs to be addressed. Burkina Faso supports both the actions of the IAEA and the Treaty of Non-Proliferation of Nuclear Weapons (NPT). Burkina Faso believes that only cooperation of the U.N. through the IAEA, the NPT, the Comprehensive Nuclear Test Ban Treaty, the Chemical Weapons Convention, and the Biological Weapons Convention, can result in the abolishment and non-proliferation of WMD to state and non-state actors. Burkina Faso also feels that it is essential to address the issue of dual-use materials, and understands that the ability to acquire many of these goods is essential in the development of lesser-developed nations. Burkina Faso believes that through groups such as The Economic Community of West African States Monitoring Group (ECOMOG) that availability and security dealing with dual-use materials can remain.
II. Regional Disarmament Measures
Burkina Faso believes that Regional Disarmament Measures must be made to ensure global peace. Burkina Faso understands that the proliferation of small arms poses a great threat to the security of the people of the world. Burkina Faso encourages the use of regional organizations in the eradication of weapons used for violent and aggressive purposes. Burkina Faso encourages that regional disarmament measures be directed through organizations such as The Economic Community of West African States (ECOWAS), who have made a moratorium on the importing, exporting, and manufacturing of small arms. It is important that, regional organizations such as these, receive the funding necessary to complete such a task as difficult and as important as regional disarmament.
III. Peaceful Uses of Outer Space
Burkina Faso insists that outer space is used for non-military, non-aggressive uses only. For much of the developing world outer space is and will be part of the means of development of communications infrastructure, in the most cost effective manor possible. Burkina Faso believes that strengthening existing treaties, such as the Anti-Ballistics Missile Treaty and the Limited Test Ban Treaty, are essential to the enforcement of peaceful uses of outer space. Burkina Faso emphasizes that many more nations currently have the means necessary the utilization of outer space. With the growing reliance on satellites to provide communication for the entire global community, it is important that steps be taken to ensure that aggressive actions are not taken towards or from a place that many nations use together.
