This is a huge peeve for me too.
I think that part of the problem is that turn signals are a mechanism for communicating with other people. Thus, there are the following limitations:
1) You must know that other people exist.
2) You must be aware that other people are around you to see the signal.
3) You must be capable of understaning that the people around you are affected by your actions.
4) You must be capable of understaning that the people around you can understand that your signal communicates your intent to take an action.
5) You must be aware that you are actually taking an action (as opposed to just brainlessly jerking the wheel one way or another) in order to be able to understand that you need to communicate your intended action to those around you.
and so on. There are so many points where the process can fail!
It's so freaking easy to just flick the signal! arrrrrrggggghhhhhh!!!!!

Just speed around them and slam on your brakes. Then their insurance has to pay for all the damage and their rates go up. That'll teach those ignorant motherfuckers.
