They both do. They are both conjugations of "querer" (to want).

(Yo) quiero = I want (present tense)
(Yo) quisiera = I would like (imperfect subjunctive tense)

The second is just more polite.

It's the language of one of our dear semi-elected president's 'axis of evil' nations. Hint: They do not speak Farsi in North Korea. There's climbing and skiing in this country. It has a common border with Afghanastan and Turkmenistan.

(By the way - the phrase was originally written as 'axis of hatred'. Makes lots more sense to me and wouldn't have caused so much very serious diplomatic trouble, but then I'm not a religious fundamentalist)
