In the rest of the world when faced with a complex problem governments research thoroughly and write deep and complicated laws to solve the problem. And the public demands this. But more importantly these decisions are based on reality: locally grown organic food is better for us in every way and we should therefore make it easier and cheaper to buy this kind of food.
In the rest of the world when the people rise up in protest against their government, the government listens.
Just some observations.

it's not a rule that local food is better.. and that article is saying that it's "greener" meaning it's better for the environment, not for us. especially not "in every way". careful what you read and how you read it.
