This is definately not something I wanted to hear again. I thought the vandalism was finally coming to end after many good reports the last few years. I've never had a problem yet, thank goodness, on any of my past hiking trips and hope to stay clear during my future rock climbing trips.
I would guess any attempt at a stakeout will be worthless because apparently these guys have a system that is working pretty good. Hell, they could be reading this forum right now to get ideas on where to hit next.

Now, now - don't do anything illegal!
On a totally unrelated point, I was thinking about a story I heard from relatives from Czechoslovakia about the bad old days of Communist rule. People would hike in the woods near the Polish border (near the Tatra mountains) The border with Poland wasn't always marked. Sometimes, when people were caught by the Polish border patrol on the wrong side of the border, they would be dragged deep into the forest and have their feet beaten severely. They would then be left in the forest to drag themselves out with swollen, broken feet. Absolute torture.
I can't imagine why that came to mind just now.

Ok, two different words:
Telephoto lense.
And two different words:
FBI
Well, that's actually three letters that stand for four words but you get the idea.
