Caribe, I think it's a great question and find the lack of vision a little sad. But maybe it's just humility and an appreciation of the courage it took John and Shannon and Porter and those early folks?
edit-one possibility which might conincide with the Beattyville and related officials who seem to have taken more interest lately is some version of the triathlon/tough mudder business, maybe in cahoots with the New and some Tennessee crag-Obed..? like a triple crown but maybe some hybrid of climbing, cache/orienteering and biking? some course linking the rrgcc properties and wash them off in the Kentucky River before drying the rats out in Beattyville?

http://parks.ky.gov/parks/resortparks/n ... mbing.aspx KY State Parks webpage promotes climbing here and tries to get everyone drooling to come to KY and crawl all over the sandstone.
But stay the hell out of the KY State Park lands if you want to do that. Anyone see hypocrisy here?

I think they actually did a good job of not characterizing climbing as a "State Park" activity. It is not listed under "Things To Do", the activity search does not include it and the "Red River Gorge Climbing" section is a pretty well balanced article listing the pros & cons of climbing with some reasonably accurate history and state of affairs.
Seems to me they made a good attempt of not ignoring climbing but also not condoning it.
