Basically, they will use any possible citation as an excuse to let the dogs sniff your car. If everything is up to date and in order they will let you pass.

It's not. He received his new insurance card, but just tossed it into his bag with the rest of his mail and put it in the back of his car and drove to Kentucky. Since he's staying with me, I saw the citation.

I don't doubt it for a second...
