You're correct about the Climb On Safely certification. That's purely to cover the insurance risks involved. To be certified, you don't have to know the first thing about climbing, just make sure there's someone who has been trained.
Back in the day when I was involved with scouting, some of the restrictions I remember which may certainly have changed included:
1. Rappelling could only be done with a top belay.
2. No lead climbing. That was only allowed for the Venture Scouting programs.
3. Must climb with a helmet on at all times.
I did the same thing when presented with a small group of motivated climbers who also happened to be scouts.
