you could ford the creek well before the bridge proj and access the road from the other side- should produce no conflict- it sounds like the bridge at Pebble Beach parking area from the description

I heard something from a local about them removing the remains of the last crossing out by Purple. The one that's gated off. No idea when that will happen

There are only two bridges up there...one at the junction of 9a and 9b and one way out near the end of 9a which wouldn't be a problem for climbers (except those going to super secret bouldering areas of course). The other stream crossings in the Indian Creek drainage are concrete low water crossings and don't involve any wood or steel.

The one they're fixing is at the junction of the two roads at Pebble Beach parking area.
