Horation doesn't need a "get out of jail free" card, the jailers need a "please don't let him in here" card.

I can see it now:

The morning guard arrives with his thermos of coffee and opens the door to see the guard he's replacing folded in a corner, white as a sheet and sobbing. "They arrested him again!" he would finally gasp, his terror filled gaze causing the fresh guard to flinch. As they stare at one another a long, deep scream is heard from the cell block. "Oh god," the fresh guard will say, already beginning to sweat, "I have to clean up after him all ready?"
