Sand can be toproped. I set up Way Up Yonder on toprope once. It's not something I'm proud of though.

I did Sand last week for the first time with a friend of mine. The rock quality is a little low in some spots, but the moves on the route where great. I could be wrong, but I think someone might have replaced the bolt that popped. I was told that the run-out was over 25 ft, but when we did it, it was more like 15 ft.
