I believe that you are misinterpreting the maps. A designated wilderness is by definition a roadless area. There are no roads shown in the white area on the FS maps marked as Clifty Wilderness. The triangular area to the east of Clifty on Map 16 and bounded by Menifee-182 & 2021 is not part of the wilderness area. As for 9B, it is shown as a "Road Open to Highway Legal Vehicles Only" "These roads are open only to motor vehicles licensed under State law for general operation on all public roads within the State". Per KRS 189.515 Restictions on operation of all-terrain vehicles, "a person shall not operate an all-terrain vehicle upon any public highway or roadway or upon the right-of-way any public highway or roadway."

My guess is you're interpreting the wilderness zone boundary, and/or the forest boundary as a trail, or you didn't ID the boundary line correctly, and are looking at area's outside of Clifty.
There are no trails shown on those maps in Clifty.

I got it. Yes, I was reading the wilderness boundry as a dotted atv trail. Sorry guys
