I'd second 2-part liquid epoxy and also throw in cyanoacrylate (as an alternate, not together). But the problem you may have is that the joint is going to be stronger that the rock around it. If it is that brittle, it will fracture in the same place, just a bit to the side of the glued joint. You say it is flat, you could mount it to a board.
