If the rock did in fact dinner plate and or is fractured, does everyone understand that a glue in is not going to make that siuation better?
If the rock is bad then a bolt needs to be relocated.
Bad rock is bad rock. There is not a fastener out there that can fix that.

With more of the bolt exposed and unsupported it will create a lot more torque and thus put a lot more force on the remaining rock. Even if what is left looks solid it may fracture with this extra load. Good call replacing it.
