I overheard a rafting guide talking about this to some people so I asked her for some clarification. She told me that she heard "directly from an Army COE guy" that if you fall facing the rock, you're fine. If you fall facing the water, they consider it "attempted suicide" (I assume just as a way to somehow charge you with something, though I wasn't even aware that suicide was illegal).
Whether that's true or not, I dunno. Just echoing what she said. A friend of mine told me the same thing about facing rock versus water in a separate conversation, not sure where he heard it, though.

my guess is the vast majority of sport climbers are still scared 10 feet over the water, and their time would be better spent practicing leading, even in the dead of summer at their local crag.

yes - it was cliff jumpers - not DWS.
i've also heard the bit about facing the rock will get you off the hook. personally, i'd rather not try it. their friends said it was a $75 fine, but they may have gotten them for drinking as well. If it's just a fine, I'm not sure why they hauled them off in their patrol boat.

Back when the ban went into effect, I heard a lot about tickets being issues at Grayson--I believe there is more of a cliff-jumping vibe there, so enforcement is all over that. Never been there, though.
