It looks like athletic tape uses a natural rubber adhesive that probably won't harm a harness.

Rock and Resole in Boulder will place a thick rubber tube over the tie-in point of the harness to prevent wear for something like $4. Also, they have just coated that point in rubber that was brushed on and not a tube at all. That was considerably less nice and I would avoid that.
They can do it all by mail. Using a new harness is good idea.
