This is John May (member of the Wolfe County SAR team). We were asked to respond to this incident. The man that fell was not actually rock climbing as originally reported. He was walking the trail at the bottom of the cliff, slipped and hit his head. The 911 call reported that a climber had fallen 15-20ft which was not the case. The WC SAR team would also like to thank all of the climbers that volunteered helping us evac this person to the awaiting ambulance.

I dunno, I was just relaying what the climber who directly responded to the incident told me. He did indeed say that he was climbing and another person was belaying him and went on to say which route he thought the guy was on. He was right around the corner when it happened and this is what he told us. You would think that he would have noticed if the guy had a harness, rope and belayer with him.
