Why someone would put forth the effort and expense to develop a cliff and not want anyone to go there? I'm pretty sure there are slight access issues with the cliff I know of. Not sure why someone would want to keep a crag secret. Maybe so they always have a place to go that's not going to be crowded? Not really. If you go out, find some private cliff line, work out access for you and a limited number of people, build some trails and bolt some lines, why should you have to risk your access to invite the masses? That said, the oil crack, arena, solar, darkside, and even the lode where "secret" crags at one time. So, there may be some hope for some of the current mega, ultra secret locals only crags to be opened. I can't think of any unpublished crags right now that don't have some form of access issue or another...
