Passing implies that you are driving faster than the cars to your right (and thus passing them)--so, yes--drive FASTER than the people to your right or get the F--- over and stop causing a huge traffic jam.

I am especially enraged because I just arrived home from the Red--fresh off the road

I swear some people do it to control the flow of traffic. They are doing you a service by forcing you to obey the speed limit. Or possibly they are just idiots. Perhaps mildly retarded, even...

I used to ride their ass then signal with a finger for them to move over until they did. Now that I think about it, piggies idea may actually be better because any accident would be there fault for hitting me.

I asked somone once that does just that. They felt they were going 5 mph over the limit and that was fast enough. If you wanted in front of them to just go around. After trying to explain the other side they still couldn't understand how they were in the wrong. I think some people just don't like dealing with traffic merging onto the highway.

that's the most likely reason. for example, when there are 2 turning lanes a majority of people will get in the left lane even if there are no cars in the right lane. they just don't want to deal with having to merge.
what's really funny is when you have a situation like the ramp onto new circle off of winchester road. there are 2 turning lanes for north bound traffic and 1 for southbound. those 3 have to merge together and then merge again onto new circle. cluster. fuck.
