This is from Vandelia Ohio climbing wall...yes, there is one there...feel free to share others you see...

Bouldering is allowed when the climbing wall is closed only. You may only boulder one foot off of the ground. Non-members must pay the climbing wall fee, this service is free to members. You must sign in with the fitness attendant on duty in order to boulder. You may only boulder on the side that faces the fitness floor.

If the climbing wall is closed, doesn't that generally mean no climbing at all?
At the very least, a gumby has flexibility!

I know it is hard to understand but it is a fitness center, I think they mean when the climbing gym is closed for top roping..
