Except for the fact that credit cards aren't issued by Shell and Exxon, they are issued by a bank. Shell and Exxon get a kickback from all sales on that card. The only way to get prices down is to decrease demand. The only way to do that is to stop using so much gas.
If I can sell gas at $5.00/gallon and demand does not drop off too much, then I would continue to do so. It is capitalism. Too bad we don't have a free market though, because then I could buy an oil company and undercut the other companies by selling gas at $2.75/gallon and get rich! What sucks is the monopoly on gas/oil and price fixing, which is usually illegal in business in the USA (ask Microsoft and AT&T)--they've been sued and had to make changes at times--not the oil companies though.
