Sendit - The terms are very much related and often treated as synonymous (take a trip through Google). Also, in the "strictest sense," circular reasoning is not basing two conclusions on each other upon the other (or two arguments); rather, it means drawing a conclusion based upon the premises (basically, you're just re-stating the problem). I believe you're confusing circular reasoning with deductive argument in which a conclusion has to come from both premises.
Either way, the phrase doesn't mean "raise the question."

Come on folks, let's get out Occam's Razor - Bhutto had been in exile in Dubai for the previous 10(?) years. Maybe she had heard rumors of ObL being killed, and maybe she believed it, but what quality of information did she have access to so far away and in a culture bathed in conspiracy theories and rumors. (Many Pakistanis believe that Musharraf planed her assassination, not that it was simply the act of religious militants.) It seems more plausible that she misspoke.
Also, there have been plenty of situations where the current government would have rolled out the news of his death if it was true in order to get their asses off the grill. These bozos can't find their own asses, there's no way they could keep the death of ObL a secret.
But this whole topic does raise the question in my mind - is ObL more valuable to his movement alive or as a martyr? Given the fact that he has been playing hide and seek in a pretty shitty part of the world makes me think that he believes that he's more valuable alive.

Interesting report from a NPR reporter this morning about a border town in Pakistan, seems the place is quite diverse and awash with secular intelligent human beings- quite different than the lunatics the media portrays from cess pools like the capital- it's actually kinda nice when the media attempts to seek the truth or at least underlying factors than to portray the world through the distortion of the liberal media spin-machine
