That's a really bad effort of placement on their part. The small local shelter near me was over a thousand yearly themselves, but they do have better success with adoptions and finding fosters.
If that's the best they can do , they should leave that to others. If they are operating as an agency of last resort for other shelters, I can understand those numbers. spun
