Inactive RRC account to delete - Quesstion for Administrator

I have an inactive RRC account that I would like to have deleted. Once it went inactive, I created this new account.

While on this same topic, I tried creating an account with an email address of milo607@hotmail.com a while back. Something went wrong and it never got set up, but now I can't change my email address to milo607@hotmail.com because it thinks its already in use. Can you delete this account as well?
