Here HSA has rigged test results for a radiation dectection system. Why? Maybe someone's taking kickbacks from the manufacturer. Maybe they're typical Bushies and believe "success" just means "making it look fixed." Maybe they're typical Republicans and worry only about getting a promotion by pretending to work rather than admit we don't have the money or technology to do the job.

I know a guy who was doing a study on airport security last year. He dressed a girl up with classic smallpox lesions and dropped her off at the airport. She then boarded a plane and flew from Louisville to D.C. Never once did she get challenged by TSA or any other personnel. Kind of scary.
There hasn't been a case of it in decades, but there are bioterrorism posters all over the place. Presumably the TSA people have had some training as well. It's one of those things that you look at and know what it is. The lesions are pretty distinct and very few things look like them. The point of the study was how unprepared the airline industry was to prevent its spread.
