I thought this thread was about following the rules and the potentail consequenses of not following the rules. The only one to blame with the break-ins are the theives. Do what you must to pervent another break-in and above all follow the rules.

You don't really need to ask. By definition, it is something like "developmental disability" (formerly called "being a retard") or "cognitive impairment".
