I'd have just lowered him after the 45 min. mark, and if he'd started throwing a fit half way thru lowering I'd have just tied him off and left him there. I blame those of you who let him get away with 45 - 90 minutes of hangdogging. Your pacifism is what allows him to continue acting this way. Sounds like a spoiled brat to me, and the longer you let him go, the louder he kicks and screams when you eventually put him in check. I don't agree with a violent solution, in fact I don't know what to tell you to do with him, but I have no pity for those that have experienced him and done nothing about it but bitch in an online forum.
