Ok, so the thing that I am trying to understand here is why would someone want to close a route that they have just bolted. Is it just because that person wants to get the FA, or is it some other reason, it just seems silly and I just don't get it. I figured people would start responding with reason...

Okay, reverting back to my original statement
Closing a line for a few days is one thing, but when it turns into a couple of months, that completely changes the story.
I agree with rusty, and expanding upon his statement there should be a time limit to closing a route, like two weeks...

rhunt , maybe you should go back to first grade and learn how to read I have never closed a route I put up, and I never will.
